Vision

Wisconsin's cultural heritage institutions, through collaborative effort, provide the global community access to the state's history, culture, environment, government, and economy through a variety of digital formats via the World Wide Web. 

 

General Criteria

     Content Providers must:

  • Demonstrate committment to the Wisconsin Heritage Online Collection Development Policy.
  • Apply Wisconsin Heritage Online standards and guidelines for digital imaging, metadata, and preservation.
  • Ensure that resources are viewable by the public via the Internet.
  • Ensure that materials will be freely available to all for personal, educational, informational, recreational, or research use.
  • Ensure that materials are in the public domain or cleared for public access.
  • Demonstrate that funding support is available for reformatting, metadata creation, file storage or other special costs associated with the project.
  • Have a plan for an ongoing, sustainable digital program.
  • Have sufficient personnel and funds available for completion of project in a timely manner.
  • Accept responsibility for preservation of digital master files.

 

Materials Selection Criteria

  • Materials must be related to the history, culture, environment, government, or economy of the state of Wisconsin.
  • Contributing institution must process and adequately describe the collection to meet all Wisconsin Heritage Online guidelines.
  • The following materials should have priority:
    • Materials that may be heavily used or have broadest appeal to the Content Provider’s key audiences
    • Materials that have high research, artifactual, or evidential value and/or are of particular interest to key audiences in the state
    • Materials or collections that are not available from another online digital repository or through digital commercial providers
    • Materials that fulfill preservation or accessibility needs
    • Collections of materials based around a creator, topic, subject, or theme

      

Harvesting Criteria

  • Content Providers must:
    • Have broadband access to the Internet if they are contributing materials through CONTENTdm, the content management system hosted by the Milwaukee Public Library or other entities.  
    •  Use OAI-PMH compliant server software (such as CONTENTdm) OR have the capability to produce an XML file from a non-OAI compliant website.
  • Existing watermarked collections may be harvested for Wisconsin Heritage Online. The entities providing hosting services for CONTENTdm collections will not advocate watermarking or provide a technical solution or training for watermarking collections.

 

Policy Review:

This policy will be reviewed by the Wisconsin Heritage Online Collection Development Working Group every two years. The Collection Development Working Group will provide recommendations to the Wisconsin Heritage Online Governing Board for review and approval.
